MEET MANDY HAVLIK
As the wife of a disabled combat veteran and mother of 2 teens, I know what it means to sacrifice and serve.
I believe in the power of people because it was my community that helped me escape an abusive relationship.
And I believe in fighting for what our neighborhoods deserve: being heard, respected, and enacting community-based solutions to our problems.
While others talk about change, I’ve made it happen with my neighbors.
After years of being ignored by City Hall, we need a fighter with practical experience to enhance our quality of life and make it better for us, our families and our children.
PRIORITIES & VALUES

Community Investment
I have proposed a ballot initiative to increase the General Fund by increasing the Transit Occupancy Tax (TOT). I will look for ways to reduce the bloated middle management and invest those cost savings into our long-neglected infrastructure. We have streets that need to be repaved, streetlights that need repair, and parks and libraries that need to be maintained and opened.

Housing
We need to take a multifaceted approach to housing. We must keep our seniors, veterans, and long-term residents housed. This includes capping rent increases on deed-restricted affordable housing to no more than 5 percent or the annual Social Security COLA, whichever is less. I also support preventative funding to help people stay housed. I will champion policies that support smart growth and believe San Diego must prioritize building condominiums and homes, not just apartments or ADUs, to expand affordable homeownership opportunities and help San Diegans stabilize rising housing costs.

Environmental Protection
I will champion climate action and coastal resiliency by ensuring that San Diego funds and meets the goals of the Climate Action Plan. This includes expanding urban tree planting, investing in nature-based solutions, and protecting neighborhoods from climate impacts, guided by community voices and local expertise. I helped establish the Canon Street Pocket Park and will advocate for open spaces and costal access.

Traffic Safety & Livable Neighborhoods
I have partnered with neighbors and schools to advocate for the installation of crosswalks and stop signs to help reduce speeding and improve street safety. I have advocated for e-bike legislation and education. And I believe that improving road conditions is vital to ensuring the public’s safety.
